Allows you to enable/disable a CPU serial to be used as a device connected directly to the NetControl module serial.
Within the RTE.CFG file, TO_NC must be specified as the serial type (e.g., PSER 2 TO_NC). to have the serial reserved for communication to/from the NetControl module serial.
When communication is on, you disable normal command handling (NC_CMD and/or 'Net. Config.' menu on display).
